This is the reconciled and audited `0.1.0-candidate.3` identifier-unassigned candidate. It must not be installed or published as a runtime model until the registry allocates an identifier and the inherited holds are cleared.

The dossier preserves the smallest portable contract and synthetic fixtures. It references existing authorities for observations, results, goals and quality assessments and does not absorb their lifecycles.
