# EM-LEG-02 provider-reconciled synthesis ## Disposition Reuse WM-POL-001. ExternalRequirement is a constrained profile of one externally originated norm identity; NormVersion is a constrained profile of one expression. ApplicabilityAssessment is a WM-ACT-034 profile with structured immutable legal pins. Jurisdiction remains an external time-qualified reference. WM-KNW-012 supplies attributable interpretation evidence, and WM-XCT-029 alone owns instantiated duties. No model or runtime identifier is allocated. ## Identity and temporal semantics WM-POL-001 alone masters legal work, expression, manifestation, source, provision and normalized norm identities. A URL, title, date or hash is locator or evidence. Work identity survives amendment; expression changes with authentic formulation; provisions are expression-relative. Neither market nor assessment mints a legal version. Publication/promulgation, provision-scoped commencement, efficacy/applicability, transitional or compliance deadline, repeal/supersession, knowledge time, assessment facts-as-of and assessment performed-at are pairwise distinct. Citability after publication does not imply efficacy. NormVersion has no single commencement field. Historical versions and assessments remain resolvable after repeal. ## Exceptions and assessment Source exceptions, authority-backed derogations, beneficiary-scoped exemptions and transitional periods are separate typed records. A transition binds prior and successor expressions, affected provisions, scoped subject/activity/product, interval and ending event. Expiry never mutates the norm. Derogations cite enabling authority; exemptions identify beneficiary, scope, authority and interval; non-derogable floors survive. WM-ACT-034 owns assessment identity, status, assessor, performed-at, review or expiry and named supersession. Issued pins cover expression, provisions, context state, jurisdiction key-as-of, facts-as-of, reasoning, evidence, conclusion, confidence and limitations and are immutable. Conflicting or market-distinct assessments coexist. Silent merge, latest-wins and cross-series supersession are prohibited. Indeterminate and disputed remain first-class conclusions. ## Claim separation and fixtures Citation, applicability, obligation and compliance are four separate claims. Applicability never mints a duty; WM-XCT-029 owns duty identity. Compliance is a separate claim against a duty and is never stored on the assessment. The reconciled profile has 15 constraints and 24 fixtures, including provision commencement, immutable pins, exceptions, jurisdiction key-as-of, duty separation, historical citability and distinct assessment times. ## Publication state Grok accepted the no-new-ID boundary. One frozen Claude audit found transmission and fixture gaps; all concrete D1-D9 issues are represented in the updated profile and fixtures without rerunning the audit. Canonical publication remains held until base profiles and external jurisdiction binding can carry these semantics and specialist legal review is complete.
