Display name/email must never auto-merge people. Deterministic linking requires a non-reassigned scheme-qualified identifier in the same authority/domain; otherwise create a proposed link with confidence, rule version, state and authorising role. Preserve name history and purpose-bound disclosure. HRIS/ATS/LMS must not become universal person masters. AccountBinding is outside the person model and may remain an identifier-unassigned sibling candidate.
