EmployeeProfile is employer-scoped and spans rehires; employee number is unique only within employer/scheme/validity. Distinguish employer, work customer and staffing supplier. New employment follows employer/basis change, rehire or parallel contract; new assignment follows post/host/scope/authority change; ordinary effective changes are amendments. Offboarding creates access-verification obligations and never proves revocation. Test freelancer misclassification, dual employment, agency labor, rehire and incomplete offboarding.
