# WM-ACT-004 Service Definition candidate

This candidate narrows and completes the existing WM-ACT-004 reservation. It owns durable Service identity, immutable outcome semantics, eligible consumer scope and accountable-provider role type. Effective-dated provider/realization bindings and Service dependencies are owned associations without public business identifiers.

Offering, entitlement, consumption, request, fulfilment, SLA/SLO and observation lifecycles remain external. Catalogue membership is optional for definition identity, but every requestable or subscribed Service must resolve a shared EM-PRD-01 Offering Catalogue row. No new identifier is allocated.

The reconciled candidate has 38 constraints and 28 fixtures. It is held after one frozen semantic audit with eight remediated limits, pending base-model dependency completion, package conversion and live verification.
