# Independent review request: EM-PRD-03 Requirements and Expected Behaviour

Review this boundary independently. Proposed: complete and reclassify reserved WM-REC-006 from view-candidate to a Requirement aggregate with stable identity and immutable revisions; contain first-class Acceptance Criterion, Requirement Baseline and revision-pinned Trace Link records without allocating new model IDs; reference WM-KNW-013 reusable Rule by exact revision and retire its candidate parent signal to Requirement. Keep need, feature/design, task, test/result, evidence, waiver and decision in external masters. Task Done never proves satisfaction; failures remain visible. Test one requirement with three Done tasks and a failed test, then compare two baselines after a tolerance change. Return <=1000 words: Verdict; identity/mastership; boundaries; rule/criterion split; revision/baseline; trace/conflict; invariants; scenario; blockers. Challenge whether baseline or trace link already needs an independent model boundary. Do not invent identifiers or claim canonical completeness.
