Claude and Grok independently agree that identity register, Digital Account, IAM role, assignment, issued grant, access review, credential metadata and secret material remain separate. WM-PER-002 retirement into WM-XCT-016 is only a registry-owner-confirmed proposal. WM-VRT-005 is a pending account-profile neighbour because its usable specification is absent. WM-XCT-002 is limited to consent/read-disclosure justification and WM-XCT-001 to holder/steward mandates.

The revision-3 offline artifact deliberately remains an unresolved allocation cluster. It records separate identity, lifecycle and mastership for Authorization Domain, Access Role, Role Assignment, Permission Grant and Delegated Grant without asserting one aggregate root. Credential metadata is an account-profile component; WM-XCT-017 remains the issued credential/attestation master; secret material stays external.

The single frozen Claude audit returned REVISE with 16 closed defects. They were remediated once without rerun. The result has 24 candidate rules, 9 profile rules and 25 concrete fixtures. No model ID, registry ID, runtime ID, installability or publication readiness is claimed.
