Proposed: profile WM-KNW-011 for Objective, Key Result and Target with mandatory Metric Definition revision pins; use WM-XCT-025 only on WM-MAT-008 observation hosts; create one identifier-unassigned Outcome and Benefit Realization aggregate containing Outcome, Benefit/Disbenefit and Attribution Claim records; profile WM-ACT-034 for Value Assessment; reference EM-DAT-05 metric definitions and EM-WRK-03 work/deliverables. Deliverables and planned effects never prove realised outcomes.
