# EM-TEC-05 — WM-ACT-019 research candidate

This held candidate replaces the legacy WM-ACT-019 boundary in a held candidate for operational/service incidents. It creates no model or runtime identifier. It keeps one incident declaration identity per determined occurrence and delegates cyber qualification, persistent Problem, Defect, Task, observations and communications to their own masters.

The candidate version is above legacy 0.2.0. `canonicalPublishable` remains false until registry and neighbor holds are cleared.
