# EM-TEC-06 frozen independent semantic audit ## Verdict Conditional hold. The reserved WM-SFT-016 identity family and external ownership split were accepted, but publication was withheld until eleven semantic defects were repaired. Exactly one Claude Opus high no-tools audit was run. ## Blocking defects The audit found ambiguous Metric Definition authority; missing derived-budget consistency semantics; misplaced absence mapping; destructive retroactive exclusion wording; conflated exclusion and absence; incomplete empty-population handling; ambiguous binding overlap/combination/provenance; incomplete calendar and transition rules; missing retraction semantics; missing Service lifecycle behavior; and premature normative User Journey semantics. ## Applied remediation The candidate now records four consistency boundaries, policy-owned absence mapping, append-only superseding evaluations, exclusion as present-but-ineligible, a distinct budget-neutral empty-population outcome, unique versioned bindings with deterministic stream combination, stamped provenance, WM-XCT-009 calendar authority, closed reset/carry/prorate transitions, non-retroactive effectivity, orthogonal retraction and explicit Service retirement/re-identification rules. User Journey is marked specified-deferred-non-normative and is rejected as an evaluable subject. Two-way SLA isolation, diagnostic restrictions, coverage ratio/unknown reporting and fixture-to-rule traceability are explicit. ## Publication disposition HOLD. Metric Definition, User Journey and exclusion-event authority remain unallocated; binding precedence and aggregation contracts are unapproved; executable conformance and live verification remain pending. The audit was not rerun after remediation.
