# Offline delta: EM-TEC-06 / WM-SFT-016

Validated completion candidate for the reserved **WM-SFT-016 Service Level Objective / Reliability Commitment** aggregate. It owns immutable SLI and SLO policies, evaluations, error-budget rules and observability bindings while metrics, observations, service definitions and contractual SLA authority remain external. No new identifier is allocated.

Publication remains conditional on exact Grok reconciliation, one frozen semantic audit, package conversion and live verification.
