# Frozen semantic audit — EM-TEC-08 Verdict: accept the reuse direction; reject canonical publication of the initial candidates. No allocation or replacement parent is authorized. The sole no-tools audit recorded fifteen blocking defects: missing adjudication-class carrier and routing vocabulary; no AttemptSet identity; no defect-link carrier; an unsatisfiable later-digest verification rule; no pinned test-definition digest; inappropriate required WM-SFT-010 environment mastership; Test Environment prematurely declared NEW MODEL; unverified vocabulary/entry-kind assumptions; divergence from frozen verdict/lifecycle vocabularies; no guarded transition tables; privacy/disposal fields absent; WM-SFT-014 missing WM-SFT-008 artifact reference; reconciled rules stranded only in the deferred candidate; test-defect mastership unresolved; and no explicit prohibition on test-artifact correction changing product-defect state. Candidate.2 applies the remediation once without rerunning the audit: it adds run-scoped result fragments, AttemptSet, closed adjudication and nondeterminism vocabularies, defect-link roles, exact definition/subject/environment pins, bitemporal supersession, guarded lifecycles, evidence classification and disposal tombstones, release ordering via WM-SFT-008, aggregate denominator rules, and explicit product-defect closure constraints. Test defects remain a named out-of-scope gap. Test Environment is demoted to OPEN-QUESTION research material with unresolved proposals, no ID and no package promotion claim. Existing WM-SFT-014 and WM-SFT-015 registry reservations were verified locally; their existing IDs are retained and no new ID is created. Canonical publication remains held.
