Limits

Baseline ownership and change-register duplication require explicit base-model edits.
Product, tracker, decision and parent relation rows are incomplete.
WM-ACT-031 artifact identity and rollup rules require correction.
WM-ACT-032 mapping and status extracts require re-scoping.
Cross-master transition atomicity and the atomic package-grain contract require explicit base-model adoption.
Criteria-version pins and shared-tracker/rebaseline fixtures are not yet present in the canonical bases.
The frozen audit accepted the profile with limits; its standing base-model and publication holds remain active.
