# Next work after the quantity increment

The quantity assignment in the prior next-increment-plan.md is implemented by Enterprise Quantity Values 0.1.0. Both broad studies were reused and actual frozen quantity audits are preserved under quantity-increment/. Do not repeat completed monetary/quantity audits or modify their immutable versions. The native quantity reference permits one semantic quantity per existing host; multi-field binding remains a named limit.

Proceed to the next queued EM-XCT-07: Action, authority and agent delegation. Its candidates ActionContract, ActionRequest, ActionResult and AuthorityBinding are research questions, not mandatory new objects. Read the complete published WM-XCT-002 and WM-XCT-029 specifications, agents, functions, examples and holds; compare existing kernel/MMAS and already published fact-authority/composition contracts. Decide reuse/profile/adapter/defer before inventing identities.

Required distinctions: describing an action is not permission; proposal/request/attempt/observed result are different; actor, delegated principal, audience, resource and purpose must be explicit; idempotency keys are scoped and bind immutable request content; a retry after an unknown outcome must not create a second effect. Research current primary policy/delegation and idempotency sources, then ask actual Claude and Grok independently with the same public boundary and synthetic cases. No live privileged action or real credential is needed to test a contract.

Test startup, matrix and AI/service synthetic hosts: an allowed local reversible action has one recorded effect under retry; a changed payload with the same idempotency key conflicts; denied or stale authority yields no effect; a proposal stays unexecuted; an ambiguous result remains unknown until observable evidence resolves it. Separate declarative schema, trusted decision input, actual side-effect runner, storage/locking and source evidence. Do not claim exactly-once delivery from a cache or ledger alone. Publish only the independently reviewed bounded artifact with explicit native and authority limits.

EM-XCT-06 remains published-partial for a later pass. Named assignments: qualified Price denominator plus quantity-price arithmetic; FX source/valuation policy and replay; WM-XCT-009 time/calendar (not location 010); WM-XCT-031 LocalizedText/designation; uncertainty/non-affine units; general multi-field native binding. Each needs focused exact-parent reading, frozen actual Claude/Grok audits and meaningful acceptance. Deferral is not implementation or contour completion.
