Actual Claude Opus 5 High and Grok Heavy design studies were followed by a complete frozen R1 audit. Claude blocked a contradictory same-release capture while Grok accepted with limits; author reproduction also found a cached-ancestry bypass. R2 corrected both defects and related conservative gaps. Separate cumulative R2 audits from both providers accept with limits. Author-executed60 behavior tests and three new synthetic native Dimensions are separate evidence, not reviewer execution.

Disposition: **publish bounded reviewable draft** under the owner's standing authorization. External reviewers grant no authority.

All36 R2 candidate files retain exact frozen bytes. The32 non-upstream bodies were supplied in full at R1, followed by complete text/value deltas for all10 R2 changes in the same provider conversations. Four upstream semantic-reference files and generic composer/native-skill implementations were hash-only/excluded. Generated review, manifests, page, checksums and ZIP are post-audit bookkeeping. Same-coordinate checks establish packet-internal consistency only; source truth, completeness, approvals and grants remain external.

Accepted adoption limits:

- Trusted host must authenticate actor/time, establish complete-packet rights, verify source custody/completeness and mapping-approval competence.
- Finite original dialect only: required independent category sets, direct1:1 migration proposals, exact UTC-second timestamps and bounded replay values.
- A passing assessment is not an assignment, approval, source truth, standards certification or model-identity migration; effects is always empty.
- Selected corrected/proposed assertions can retain a notice without changing the host-selected historical outcome. Equal-payload duplicate captures can duplicate evidence presentation but cannot create a distinct target or false candidate.
- No live taxonomy editor, SKOS/XKOS reasoner, FHIR/SHACL/PROF adapter, IAM, redaction/federation, production scale, existing-Dimension migration or generic object validator.
- Native use requires ordinary V3 validation plus the installed nested companion replay. Three new synthetic Dimensions do not prove production readiness.

This release has4 bundles,8 layers,19 findings and38 questions. EM-XCT-09 remains partially covered; full scheme authoring, general binding operations, reasoning/adapters and production migration remain separately researched scope.
