This is a bounded reviewable draft. It has no native V3 Dimension binding. The reference evaluator does not authenticate a registry, resolver, storage system, signer, IAM authority or catalogue. An adopting host must pass an authoritative WM-XCT-013 registry view and a pinned external acceptance profile; the evaluator's convenience defaults are fixture-only and must not be used as production proof. WM-XCT-013 and WM-XCT-040 are frozen into the package with exact SHA-256 digests as semantic references, not runtime imports.

Claude's frozen R2 static audit returned **ACCEPT WITH LIMITS** after two blocking issues were corrected: append-only assessment supersession now deactivates prior passes, and duplicate criterion results are rejected. Grok's independent design review returned **ACCEPT WITH LIMITS** for the same five-record boundary. Grok did not execute or re-audit the final code. The 47 unit tests and three acceptance scenarios are author-executed evidence.
