standard
a basis for comparison; a reference point against which other things can be evaluated
Research draft, second pass
A second pass drafted this model: the structure a model of this thing needs, and what is known about it in the world. The line under this one says how the second half was obtained - researched against sources, or recalled without web access, in which case nothing here was read anywhere and every claim is a lead to verify. Unreviewed either way.

Purpose and description
Enable an agent to identify a standard as a basis for comparison, determine where it applies, and evaluate things against it without overstating the result.
A standard is an established or adopted reference used as a basis for comparing, measuring, or evaluating other things with respect to specified properties or criteria.
It can be Identify the comparison basis required for a stated evaluation purpose.; Check whether a subject and its evaluation conditions fall within the standard's scope.; Compare observations with the reference using the specified method.; Explain what a comparison result establishes and which conclusions remain unsupported.; Record contextual adoption and distinguish it from an obligation to comply.; Assess whether a changed reference requires earlier evaluations to be revisited..
Distinguishing features
A standard must have an identifiable role as a comparison basis; information that merely describes something does not establish that role.
A measurement reports an observed value, whereas a standard supplies the reference against which that value may be interpreted.
A target expresses a desired outcome; it functions as a standard only when it is also used as an evaluation reference.
An exemplar functions as a standard only where its relevant features are selected for comparison; being an example alone is insufficient.
A formally titled standard document is one possible expression of a standard; this model also admits reference values and accepted exemplars.
Scope
+ The reference value, exemplar, criteria or requirements used as the basis for comparison
+ The class of things and conditions to which the standard applies
+ Comparison procedures and rules for interpreting results
+ The basis on which a community or evaluator accepts the reference
+ Validity, revision and replacement of the comparison basis
- The internal properties and lifecycle of the thing being evaluated
- The physical construction and maintenance of an artifact embodying a reference
- The publishing, copyright and carrier details of a document expressing a standard
- The governance of a standards organisation
- The full operation of a testing, certification or regulatory process
Characteristics
- Reference form
- Reference value, exemplar, criteria set, requirements set, reference distribution or combination Determines what an agent must obtain before it can make a comparison.
- Evaluated property
- Links to the properties or dimensions for which the reference is used Prevents agreement on one dimension from being treated as agreement on all dimensions.
- Applicability conditions
- Eligible subject classes, contexts, operating conditions and exclusions A comparison can be misleading when the reference does not apply to the subject or conditions.
- Reference magnitude
- Value, interval or distribution with the relevant unit and scale, where quantitative Makes quantitative comparisons interpretable and exposes incompatible units or scales.
- Evaluation role
- Descriptive baseline, ranking reference, desired level, acceptance criterion or combination Distinguishes difference from the reference from failure to meet a requirement.
- Acceptance basis
- Links to adopting parties and their declarations, agreements or established practices Acceptance by one evaluator does not establish universal authority.
- Comparison rule
- Specified procedure, tolerances, equivalence rules and permitted result categories Determines whether a comparison supports a reproducible conclusion.
- Reference status
- Proposed, in use, superseded, withdrawn or unknown, qualified by context and date Helps an agent select the applicable reference while preserving historical evaluations.

Reference identity Establishes exactly what serves as the standard and which meaning of standard is intended.
An agent cannot evaluate consistently if it confuses the comparison basis with its document, carrier or illustrative examples.
Comparison basis
Identifies the content or selected features that supply the reference.
Constitutive reference
Record whether the comparison basis is a value, exemplar, criteria set or other reference, and isolate the features that count.
- What exactly must be held as the reference when another thing is evaluated? definition
- Which features of an exemplar or reference expression count, and which are incidental? boundary
Reference expression
Connects the standard to the documents, records or artifacts through which an evaluator accesses it.
Expression equivalence
Record which expressions represent the same comparison basis and how an evaluator selects between conflicting expressions.
- Which document, record or artifact establishes the reference used in this evaluation? provenance
- What establishes that two copies, translations or implementations express an equivalent comparison basis? boundary
Evaluation applicability Defines which comparisons the standard supports and under what conditions.
A reference can be valid for one property or setting while giving misleading results in another.
Subjects and properties
Delimits the things and dimensions that may be evaluated against the reference.
Comparison domain
Record eligible subjects, evaluated properties and explicit exclusions without treating the standard as a whole-object judgment.
- Which kinds of things and which of their properties can be compared with this standard? boundary
- What evidence is needed to decide whether a particular subject belongs in that comparison domain? action
Conditions and transfer
Captures contextual restrictions and the basis for comparisons across different settings.
Conditional applicability
Record conditions under which the reference applies and any justified adjustments needed outside those conditions.
- Which environmental, population, temporal or operational conditions constrain use of this reference? boundary
- What adjustment or additional evidence would justify transferring the comparison to different conditions? action
Comparison and interpretation Connects observations to defensible evaluation results.
A reference alone does not specify how to compare with it or whether a difference constitutes failure.
Comparison procedure
Specifies how observations are made comparable to the reference.
Comparison inputs and method
Record required observations, units or qualitative judgments, preparation steps and treatment of uncertainty.
- Which observations and procedure are required to compare a subject with the reference? measurement
- How are incompatible scales, uncertain observations or missing evidence handled? measurement
Result meaning
Separates observed differences from rankings, acceptance decisions and claims of conformity.
Decision semantics
Record the permitted result types and any thresholds, tolerances or aggregation rules used to derive them.
- Does comparison yield a difference, rank, qualitative judgment or acceptance decision, and by what rule? definition
- When must an agent report an indeterminate or partial result instead of a claim that the standard is met? action
Acceptance and continuity Establishes why a reference is used and how that use changes over time.
An agent must distinguish contextual acceptance from binding authority and preserve which reference supported each evaluation.
Adoption and obligation
Identifies who accepts the reference and whether a separate instrument requires its use.
Standing as a reference
Record evidence of selection or adoption and link any obligation to its actual source.
- Who selected or accepts this comparison basis, for which purpose, and what evidence records that acceptance? provenance
- If use is required, which agreement, policy or other instrument establishes that requirement and its scope? provenance
Reference change
Tracks revisions, replacement and continued use for historical or context-specific evaluations.
Evaluation continuity
Record the reference version or dated state used, its applicability period and the effect of changes on earlier results.
- Which version or dated state of the reference applies to this evaluation, and what establishes that choice? provenance
- Does a change to the reference require reevaluation, permit translation of prior results or leave them valid only against the earlier reference? action
Evidence and external alignment What the world already says about this thing, gathered so the model can be checked against it.
A model that cannot be lined up against existing standards, identifiers and practice cannot be adopted by anyone who already uses them.

- benchmark - A benchmark is a comparison reference commonly used for performance; standard also covers measurement, material properties, and accepted quality.
- unit of measurement - A unit defines the quantity used to express a magnitude; a measurement standard realizes a quantity value for use as a reference.

What the second pass must settle
- Does an existing Vercy world model already cover this general comparison-reference sense, requiring a link instead of a separate publication?
- How does the registry distinguish standard from benchmark, norm, criterion, target and measurement reference?
- Should physical measurement standards be represented through this informational role plus a linked artifact model, or does the registry assign them a separate sense?
- What evidence is sufficient to record informal or customary acceptance where no explicit adoption statement exists?
- Which domain-specific models should supply detailed comparison procedures, uncertainty rules and conformity requirements?
