What it is Filled
An environmental impact assessment is the formal procedure that identifies and evaluates the likely effects of a proposed project on the environment, compares alternatives and mitigation, consults the public and authorities, and informs a consent decision. It covers individual projects; assessment of plans and programmes is strategic environmental assessment, and later monitoring of operation is a separate activity.
In scope
- Case identity, proposal revision and applicable route evidence
- Screening and scoped study requirements, alternatives and baseline assumptions
- Assessed effects, cumulative context, mitigation and residual uncertainty
- Report, consultation and transboundary exchange references
- Authority examination, conclusion currency, consent linkage and follow-up interfaces
- Assessment-specific revisions, controlled renditions, access and disposition policy
Out of scope
- Project design and construction master lifecycle
- Strategic assessment of plans or programmes and standalone habitats or other specialist assessments
- Issuing development consent, enforcing permits or adjudicating challenges
- Operating environmental monitoring equipment, simulation models or incident response
- Enterprise sustainability reporting, product life-cycle assessment and carbon accounting engines
- Universal screening thresholds, significance equations, statutory time limits or automatic legal advice
Why it exists Filled
Represent one project environmental assessment case with traceable scope, evidence, alternatives, participation, conclusions and follow-up references.
Distinguishing features Filled
- Applies to a specific proposed project, unlike strategic assessment, which applies to plans and programmes.
- A procedure that ends in a consent decision, not just an expert study of the environment.
- Public participation and access to the report are part of the procedure, not optional extras.
- Distinct from the permit it informs and from compliance monitoring during operation.
What robots and AI may and may not do Filled
Must not
- Alter baseline data, predictions or significance ratings to favour an outcome.
- Present a draft or a developer's report as the authority's decision.
- Omit or downplay consultation responses when summarising them.
- Publish personal data of people who submitted comments beyond what the procedure requires.
- Declare that an assessment is not required on its own judgement.
Only with a human decision
- Screening and scoping decisions.
- Granting or refusing development consent.
- Sign-off of the environmental report by competent experts.
May
- Track procedural steps, deadlines and documents of an assessment.
- Compare the report against the scoping opinion and list topics that are missing.
- Summarise consultation responses by topic and source.
- Link mitigation commitments to the conditions of the consent decision.
Moral aspects Filled
- Communities near a project bear its effects and need real access to information and a voice before the decision.
- The developer usually pays for the report, which creates pressure towards favourable findings.
- Effects on ecosystems and future generations are easy to undervalue against short-term benefits.
Who is affected
- Residents near the project site
- The developer and its consultants
- Consenting authorities
- Ecosystems and protected species
Owners Filled
Steward
The competent authority that runs the procedure and takes the consent decision, with the developer responsible for the environmental report.
Roles
- Case steward
- Maintain identity, revisions, access and evidence links within assigned authority
- Project proponent
- Supply attributable proposal information, alternatives and report references
- Assessment expert
- Document methods, competence, uncertainty and study limitations
- Examining authority role
- Review adequacy, conflicts, conclusion and applicable legal requirements through authorized procedures
- Participation coordinator
- Record accessible participation arrangements and traceable issues without deciding them
- Records custodian
- Apply disclosure, restriction, retention and authorized disposition policy
- Monitoring liaison
- Link external programme ownership, results and relevant reassessment triggers

aligned
- WM-ACT-034 - Proposed conceptual alignment to Assessment / Evaluation from the registry parent. Pin and review before adoption; no existing inheritance or runtime implementation is claimed.
- PROV-O - Candidate attribution and derivation mapping only; no conformance implementation or truth certification.
- RFC 3339 - Timestamp representation alignment. Legal date calculations and notice effectiveness remain profile-specific.
references
- Project master record - Resolve identity and immutable proposal revision. The adopting profile supplies the actual system binding; project execution remains outside this case.
- Strategic or specialist assessment record - Reuse relevant pinned evidence and report differences without importing another assessment lifecycle.
- Development consent or refusal record - Bind the competent decision when it exists, including conditions and reasons; never require consent for an open, screened-out or withdrawn case.
- Environmental monitoring programme - Link applicable follow-up commitments and results; monitoring operation and compliance enforcement remain externally mastered.
neighbor
- WM-ACT-034 Assessment / Evaluation - Registry parent is a conceptual generalization. No relationship-ledger edge exists for this model. ALIGN is proposed; no inherited runtime or generic evaluation machinery is asserted.
- Project and proposed activity - Reference the assessed project and revision; store only the snapshot needed to interpret environmental evidence, not project execution.
- Strategic and habitats assessments - Reuse pinned evidence where applicable while maintaining separate scope and conclusions. Plan assessment is not silently a project EIA.
- Report and development consent - A developer report, authority conclusion and consent decision are distinct. The case references authoritative artifacts and never grants the right to proceed.
- Monitoring, enforcement and review cases - Keep conditions, programme and review references with feedback to assessment assumptions. Delivery, legal enforcement and remedy adjudication remain external.

What else AI and robots need to interact with it Filled
Identity and identifiers required Filled
- An assessment is identified by the case or reference number issued by the competent authority.
- It is linked to the identifier of the proposed project and, where issued, of the development consent.
Direct properties not applicable Not applicable
Not applicable
The subject is an institutional or informational record with no physical quantities of its own.
Recognition optional Filled
- Marked by a screening decision, a scoping opinion, an environmental report and a consultation period.
- Often confused with strategic environmental assessment, an environmental permit or a sustainability report.
Capabilities and actions required Filled
- Moves through screening, scoping, report preparation, consultation and decision stages.
- Can be reopened or supplemented when the project changes or new information appears.
Hazards and failure modes required Filled
- A flawed or incomplete assessment can make a consent decision unlawful.
- Missed or undervalued effects can cause lasting environmental damage.
- Salami slicing of a project can avoid assessment thresholds.
Standards and interfaces required Filled
- Environmental report and non-technical summary published for consultation.
- Consultation submissions received from the public, authorities and other states.
- Consent decision with conditions passed to permitting and monitoring.
Context of use required Filled
- Required by law for listed project types in most jurisdictions.
- Transboundary effects bring in procedures between states.
