What it is Filled

An evidence or supporting record is a document or data record in the role of evidence: it supports a claim, decision, application or proceeding, and carries its provenance, its integrity and the context in which it may be admitted or relied on. The underlying record in its everyday role, a physical exhibit and the claim it supports are separate subjects.

In scope

  • Evidence-specific identity, descriptive properties and precise source representation references
  • Contextual supporting, contradicting or qualifying uses, submission records and source-qualified assessments
  • Provenance and preservation observations, derivative links, access constraints and local stewardship

Out of scope

  • Authoring or changing the source record, claim, case, physical object, decision, credential or general audit master
  • Determining truth, assigning universal confidence scores, adjudicating admissibility or issuing legal decisions
  • Physical acquisition, forensic extraction, custody execution, disclosure delivery, deletion of external masters and specialist operational procedures

Why it exists Filled

Describe a persistently identified supporting record, its contextual evidential uses, provenance, integrity observations and qualified assessment references.

Distinguishing features Filled

  • A record in an evidential role, so the same document can be ordinary in one context and evidence in another.
  • Adds provenance, integrity and admissibility context on top of the general document record.
  • Supports a claim but is not the claim, the reasoning or the decision.
  • Distinct from a physical exhibit, which is an object rather than a recorded document.

What robots and AI may and may not do Filled

Must not

  • Alter, redact or reformat an evidence record without keeping the original and a record of the change.
  • Create or backdate records to support a claim.
  • Disclose privileged, sealed or confidential evidence to unauthorized parties.
  • Present an unverified copy as the original or as certified.

Only with a human decision

  • Admitting or excluding evidence in a proceeding.
  • Assessing the weight of contested evidence.
  • Releasing sealed or privileged records.

May

  • Link evidence records to the claims or cases they support.
  • Verify hashes, signatures and seals of submitted records.
  • Record custody and access events for evidence.
  • Report gaps in provenance or integrity.

Moral aspects Filled

  • Evidence decides rights, liabilities and liberty, so its integrity matters greatly.
  • Evidence often contains personal data of third parties who are not part of the case.
  • Unequal access to evidence can make proceedings unfair.

Who is affected

  • Parties to the claim or proceeding
  • Third parties named in the evidence
  • Decision makers and courts
  • Record creators and custodians

Owners Filled

Steward

The body that receives and holds the evidence for the case, such as a court registry, agency or investigating party.

Roles

Descriptor steward
Maintain identity, source binding and qualified local revisions.
Source custodian
Provide authoritative source and preservation references without transferring decision authority.
Authorized submitter
State proposed uses, provenance and known limitations within mandate.
Qualified reviewer
Assess domain applicability and link authorized rulings or contested evaluations.
Access and records officer
Resolve recipient scope, retention, holds and disposition authority.

Links to other meta-models Filled

aligned

  • WM-REC-001 - Candidate parent alignment; pin a document or record binding before deployment. Source record identity and revision remain master-owned.

references

  • WM-KNW-008 - Optional knowledge citation linking a claim to this descriptor; claim and citation semantics remain external.
  • WM-XCT-028 - Optional rationale context referencing the supporting record; no local argument evaluation engine.
  • WM-POL-020 - Optional proceeding exhibit reference; no physical exhibit inventory or custody operations.
  • WM-REC-010 - Optional scoped decision reference for admission, exclusion or permitted use; decisions are not required for every record.
  • WM-MED-008 - Optional credential and external verification result, without assuming universal authenticity or truth.

neighbor

  • WM-REC-001 Document / Record - Registry parent is a candidate conceptual specialization. Reference the existing record master and its revisions; this descriptor adds evidential use context without cloning the general record lifecycle.
  • WM-KNW-008 Evidence / Citation - A knowledge citation or support relation can point here. This root is a managed record descriptor with integrity and stewardship context, not the truth claim or the citation relation alone.
  • WM-XCT-028 Evidence / Rationale - Cross-cutting rationale can reference the descriptor; reasoning and argument evaluation remain external.
  • WM-POL-020 Evidence Item / Exhibit - Proceeding-specific exhibit identity and physical item custody remain external. A case annex number is a qualified alias, never a universal identity rule for supporting records.
  • WM-REC-010 Decision / Approval Record - Admission, exclusion and limited-use rulings are referenced with authority and scope. This record stores their asserted result without issuing or owning the decision.
  • WM-MED-008 Content Provenance Credential - An optional credential and its verification report remain separate masters. Credential presence is neither a truth guarantee nor universal admissibility.

  • WM-REC-001

What else AI and robots need to interact with it Filled

Identity and identifiers required Filled

  • Identified by the case reference plus an exhibit or annex number assigned on submission.
  • The underlying record keeps its own identifier and a content hash links the two.

Direct properties not applicable Not applicable

Not applicable

The subject is an information or institutional record, not a physical object, so it has no physical properties to measure.

Recognition optional Filled

  • Recognized by its link to a claim or case, an exhibit number and a provenance statement.
  • Often confused with the original record, with a physical exhibit or with the claim itself.

Capabilities and actions required Filled

  • Can be submitted, verified, admitted, challenged or withdrawn in a case.
  • Can be shared with parties under disclosure rules.
  • Can be preserved under legal hold beyond normal retention.

Hazards and failure modes required Filled

  • Tampering or fabrication that leads to wrong decisions.
  • Loss of evidence through broken custody or premature deletion.
  • Disclosure of third-party personal data.

Standards and interfaces required Filled

  • ISO/IEC 27037 for identification, collection and preservation of digital evidence.
  • W3C PROV-O for provenance of records.
  • Electronic signatures and seals under eIDAS for integrity.

Context of use required Filled

  • Used in courts, administrative procedures, audits, insurance claims and regulatory filings.
  • Admissibility follows procedural law of the forum.

Open questions

  • Complete transport, current-version and claim-level verification, including full GDPR retrieval and any applicable forum-specific legal rules.
  • Implement nested schemas and mapping fixtures for multi-context uses, unknown baselines, source revision changes, redactions, custody gaps and retention conflicts before operational adoption.
  • Restore independent external review before promotion beyond a noncanonical reviewable draft.
  • Independent external review is absent; a local no-tools self-audit is not a second-provider review.
  • Direct source HTTP checks are not performed in the blocked sandbox. Browser retrieval and indexed content do not certify live HTTP status or current legal versions.
  • Nested instance schemas, controlled vocabularies, neighbor version bindings and adversarial conformance fixtures remain to be implemented.
  • Forum-specific evidence, privilege, disclosure, retention and automated assessment rules need qualified review, including any Cyprus profile.
  • Specialist physical custody, forensic acquisition, protected witness material and sensitive-item handling remain outside this generic policy-level record model.
