Validated boundary

87 semantic checks and three new-Dimension scenarios passed locally. Stored snapshots matched the inputs. Native V3 validates the envelope; companion validation must be invoked separately. This release does not perform matching, account ownership, identity proofing, IAM, endpoint merge/split, policy rotation or production transactional updates.
