Purpose This case study documents the largest known application of Meta-Universe concepts: modelling an **entire polity** (a state) as one Meta-Universe Dimension. The subject is the **Meta-Orchestrator State (MOS)**: a simulation of a state governed by balancing multidimensional flows of value rather than by taxation, populated by 2,000 to 3,000 autonomous AI-agent citizens. Its governing doctrine is **Axiacracy** ("governance by value"), published for a human audience at [axiacra.cy](https://axiacra.cy); the methodology and simulation blueprint are open at [orkestron-ai/meta-orchestrator-state](https://github.com/orkestron-ai/meta-orchestrator-state) (Apache-2.0). Why it belongs in this specification: 1. **Scale test.** A polity stresses every part of the standard at once: dozens of interdependent namespaces, thousands of live objects, a dense event stream, multiple sovereign perspectives, and a constitutional layer above them all. 2. **Concept coverage.** MOS independently arrived at structures this standard defines (constitutional anchor, semantic timeline, perspectival projection, federation without an apex), which is evidence the concepts are natural rather than invented. 3. **A worked "large universe".** The other case study ([Orkestron](Case-Study-Orkestron-Ecosystem.md)) shows an ecosystem of products; this one shows a **civilization-shaped** universe. This document is informative and descriptive. It does not endorse the doctrine; it records how a large model maps onto the standard. --- # 2. The mapping: a state as a Dimension The Meta-Universe hierarchy maps directly onto a polity: ```text Universe → THE STATE (sovereign semantic jurisdiction; its constitution is the MUC analogue) Dimension → "Meta-Orchestrator State" (the management context for the whole polity) Namespace → a META-MODEL (one domain: Citizens, Ministries, Law, Regions, Economy, ...) Object → an INSTANCE (a specific citizen, ministry, region, law, company, mission) Projection / Event → state changes over the Semantic Timeline (the simulation clock) ``` - **Universe = the State.** Its constitution (separation of powers, rights, the value-balancing mandate) is the polity's supreme rule-set, playing the role the [MUC](../01-constitution/MUC.md) plays for a semantic universe. - **Dimension = "Meta-Orchestrator State".** One container for the whole architecture; the unit of governance and simulation. - **Namespaces = meta-models**, 38 of them in six clusters (§4). Five are foundational and govern all the others (§3); the rest are domain meta-models. - **Objects = instances**: thousands of citizens, ~30 ministries, regions, laws, companies, courts, missions. Every node of the value graph. - **Events and Projections** advance the polity along a **Semantic Timeline**: every transaction, ruling, birth and contribution is an Event; the state's view of any sub-graph at any time is a Projection. The state is one living semantic graph, and governance is a continuous accounting and balancing operation over that graph. --- # 3. Foundational namespaces: the value substrate Five foundational meta-models (V1 to V5) govern every other namespace. The namespace catalogue The full Dimension is 38 meta-models in six clusters (register: `methodology/meta-models.csv` in the MOS repository). Only the substrate and a handful of civic models are genuinely new. Large universes are assembled, not written. - **Explicit formalization staging.** Each namespace carries a "formalize now / P1 / P2" flag; only 11 are needed for a first runnable region. Universes grow namespace by namespace; the hierarchy does not require completeness to be useful. --- # 5. The constitutional layer: the Charter as a MUC analogue Axiacracy places a **Charter** (a meta-constitution) above any polity's constitution: a preamble and 22 articles in six parts, with an unamendable core (an eternity clause) and a conform-or-void rule for all subordinate norms. Below it sits a full norm hierarchy (Kelsen-style), with courts judging by **contemporaneous** norms: a past act is judged by the norms in force at the time, so norm versions must be preserved on a verifiable log. Meta-Universe reading: - The Charter is the polity's **MUC**: the invariant layer that everything else must conform to, deliberately hard to change. - Contemporaneous adjudication is the **Semantic Timeline** applied to law: the ability to reconstruct exactly which norms (which versions of which Objects) were in force at any past moment. This is the same requirement [Event](../04-core-concepts/Event.md) states for knowledge in general, discovered independently from the legal direction. - The "conform-or-void" rule is constitutional conformance checking: validation against the constitution as a live operation, not a ceremony. --- # 6. Federation of value frames: no apex universe The doctrine's key structural decision mirrors this standard's deepest principle. Value in Axiacracy is **perspectival**: every citizen, family, business and the state itself holds its own value frame (V5). The polity is therefore modelled as a **federation of sovereign frames**, explicitly not as one apex ledger that knows "true" value: - An apex state that computes and enforces total civilizational value is ruled out on Hayek / Goodhart / incommensurability grounds; the polity's own critique process converged on this. - The ten value axes are a **shared vocabulary**, not a shared valuation: axis weights are the *state frame's* voted weights, binding only for the state's own decisions. - The state routes positive-sum flows **between** frames, paying each actor in that actor's own frame, monitoring the participation condition θ (a formal alarm that fires when state goals make participants worse off in their own frames). - Frame disclosure is privacy-preserving and scoped: a counterparty receives a summary of a frame, never the raw ledger. Meta-Universe reading: this is MUFP's architecture found independently in political philosophy. Sovereign universes (frames) with local semantics; a shared vocabulary for interchange; contracts and scoped projections instead of merged ledgers; federation health (θ) as an explicit monitored quantity. When a doctrine and an interoperability protocol converge on "no apex, federate perspectives, preserve conflicts", that convergence is evidence for the design. --- # 7. Measurement, trust and enforcement A second doctrinal decision maps onto the standard's trust machinery. Axiacracy separates **sensing** (rich multidimensional measurement of value flows) from **enforcement** (what the state may do about them). Enforcement strength is a function of **measurement confidence and cross-frame reach**: high-confidence, objective, cross-frame harms are enforced through an escalation ladder; low-confidence or intra-frame judgments get soft power only. Measurement itself is treated as adversarial security: multi-source, staked, anomaly-detected, with retrospective revaluation as the anti-Goodhart mechanism. Meta-Universe reading: - Confidence-weighted enforcement is a **Trust Vector** in action: trust is multidimensional and decisions are conditioned on it, per [Trust-Model](../03-federation/Trust-Model.md). - Retrospective revaluation (re-scoring past flows as consequences become visible) relies on the Semantic Timeline: revaluation **changes the evidence, never the historical norms**, which is precisely the append-only, reconstructible history discipline of [Event](../04-core-concepts/Event.md). --- # 8. Scale profile: what "large" means operationally The simulation targets 2,000 to 3,000 AI-agent citizens without frontier-model cost per citizen, through five mechanisms: dedicated agent-hub hosting; **tiered cognitive fidelity** (a small frontier tier, a pooled mid tier, a large rule-based tier); event-driven activation (a few percent of agents active per tick); **cohort reasoning** (one inference call for a representative cohort); and a compute exchange for cheap inference. Net effect: roughly two orders of magnitude below the naive cost. Meta-Universe reading: Objects in a large universe do not need uniform fidelity. A universe may legitimately maintain **heterogeneous projection depth** across its objects (rich models for some, statistical aggregates for cohorts of others) while keeping one coherent semantic graph. The governance signal itself is cohort-level (per-cohort Æ imbalance, not per-object votes), which is why aggregation does not break the model. --- # 10. Lessons the standard takes from this case 1. **The hierarchy scales conceptually.** Universe → Dimension → Namespace → Object → Projection/Event absorbed a whole polity without strain; nothing civilizational required a new level. 2. **Foundational namespaces are the real leverage.** Five substrate models govern 33 domain models. Standards should make the foundation-over-domain relationship explicit, as MMAS does. 3. **Constitutions want to be MUCs.** A supreme, hard-to-change, conformance-checked layer emerged from legal theory independently of interoperability theory. 4. **Federation is not only inter-organizational.** Here the federated sovereigns are *perspectives within one polity*. The standard's federation machinery (contracts, scoped projections, trust vectors, conflict preservation) applies wherever valuations differ, which is everywhere. 5. **Timelines are load-bearing.** Both adjudication (contemporaneous norms) and anti-Goodhart measurement (retrospective revaluation) are impossible without reconstructible history. The Semantic Timeline is not a luxury feature. 6. **Assembly beats authorship.** Two-thirds of a civilization-scale model was reused or bound, not written.
