What it is Filled

The root is a persistent instrument record, including a charter, statute, articles, constitution or separately issued mandate instrument. Revisions and clause-level mandate assertions belong to that record; independently issued instruments get separate identities and references. It records claimed authority and evidence without adjudicating legal validity or executing grants.
